General Definition of Work

Performs complex professional and administrative work planning, organizing and directing the tax listing and assessing program for the County; does related work as required. Work is performed under the limited supervision of the County Manager. Supervision is exercised over all department personnel.

Essential Functions/Typical Tasks

Planning, organizing and directing the tax listing and assessment program; coordinating work with the County Manager and department directors; ensuring compliance with statutory requirements; maintaining records and files; preparing reports.

The following functions are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.

  • Plans, directs and coordinates the evaluation of real and personal property, listing and preparation of tax bills, maintenance of real estate transfer records and maintenance and updating of all County tax records.
  • Assigns, directs and supervises assigned staff; administers personnel matters including interviewing applicants, hiring, assigning, scheduling, promoting, disciplining and appraising performance of assigned positions; oversees staff training.
  • Verifies tax records for accuracy; assures building permits are received from appropriate departments and routed for visitation to collect new construction data; checks tax abstracts to verify new values are carried forward correctly; reviews parcels in land use program to assure qualifications remain appropriate; codes all parcels that lose qualifications; ensures that tax bills are generated for deferred taxes; verifies correct rates for County, fire districts and towns; verifies that tax bills have been calculated and processed correctly; verifies and approves changes in valuation, releases and error corrections; prepares assessment valuation projections.
  • Prepares and maintains a variety of files, records and reports.
  • Prepares and administers department budget and amendments as needed.
  • Schedules hearings to discuss property values; schedules appointments for the Board of Equalization and Review with property owners to resolve valuation issues; prepares notice of meetings and advertises as appropriate; serves as clerk to the Board of Equalization; represents the County on appeal hearings.
  • Serves as Damage Assessment Officer under the Emergency Operations Plan.
  • Plans, assists with and oversees the County revaluation program; develops appraisal specifications for revaluation; recommends contractors to Board of Commissioners for revaluation project; checks work performed by appraisal company to ensure quality work and equalization; organizes mailing of notices to property owners advising of new values.
  • Receives and responds to inquiries and complaints from citizens concerning various departmental activities.
  • Processes land ownership changes; appraises subdivision and tracts of land split among new owners; computes and prices lot sizes and acreages; enters current information on accounts; measures and sketches layouts of structures; enters size, construction, grade and quality of workmanship.
  • Performs related tasks as required.

Knowledge, Skills and Abilities

Comprehensive knowledge of current property tax listing and appraisal principles and practices; comprehensive knowledge of building construction practices and of building and land values; thorough knowledge of standard office procedures, practices and equipment; skill in making difficult property appraisals; ability to plan and supervise the work of subordinate employees; ability to establish and maintain effective working relationships with County officials, associates and the general public.

Education and Experience

Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in business administration or related field and a minimum of 6 years’ experience in property appraisal.

Physical Requirements

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

Special Requirements

Possession of an appropriate driver's license issued by the State of North Carolina. Completion of training and certification by the North Carolina Department of Revenue as prescribed in the Machinery Act of North Carolina. Possession of Tax Assessor and Real Property Appraiser certifications.
