Hertford County is seeking to fill the following full-time position within the Register of Deeds Department:

Deputy Register of Deeds

General Definition of Work

Performs intermediate skilled administrative support work relating to filing and housing of a variety of legal documents; does related work as required. Work is performed under the moderate supervision of the Register of Deeds.

Essential Functions/Typical Tasks

Receiving, checking, indexing and recording legal documents; issuing various legal certificates; ensuring accuracy of information on documents; maintaining records and files; preparing reports.

The following functions are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.

  • Types and/or issues certified copies of birth, delayed birth, marriage license and death certificates; establishes applicant identification prior to issuance.
  • Scans legal documents and makes hard copies for permanent records; verifies, records and indexes legal documents into computer system.
  • Prepares legitimations, delayed births and amendments for birth, death and marriage licenses; verifies information for military recruiters and files military discharges; issues certified copies of discharges.
  • Provides assistance to the public in obtaining documents, finding and copying real estate and vital records; receives and responds to inquiries in person and via telephone.
  • Proofreads documents and indexes for accuracy; prepares mail back slips for original documents to be returned to proper attorney or individuals.
  • Records instruments such as deeds, deeds of trust, assignments, assumed names, general contracts, agreements, bills of sale, pre-nuptial agreements, ordinances, requests for notices, separation agreements, power of attorney, military service discharge, and other miscellaneous documents.
  • Collects various fees; balances daily monies and prints deposit reports; runs daily back-up tape.
  • Administers oath of office to notary publics.
  • Scans and prints copies of maps for permanent records and individuals.
  • Issues beer and wine licenses for County.
  • Alphabetizes, numbers and indexes birth and death records for each year and runs permanent index; repairs real estate and vital binders.
  • Deals with state and local officials concerning legal and confidential matters.
  • Assists in training part-time office staff; trains attorneys and paralegals on equipment operation.
  • Processes incoming and outgoing mail.
  • Operates standard office equipment, personal computer, printer, etc.
  • Performs related tasks as required.

Knowledge, Skills and Abilities

Some knowledge of standard office practices, procedures, equipment and standard clerical techniques; some knowledge of business English, spelling and arithmetic; ability to learn assigned administrative support tasks readily and to adhere to prescribed office routines; ability to make simple arithmetic calculations and file alphabetically; ability to establish and maintain effective working relationships with associates and the general public.


Education and Experience

Any combination of education and experience equivalent to graduation from high school and a minimum of 1 year clerical experience.

Physical Requirements

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force constantly to move objects, and some light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

Grade: 8

$26, 096.36- $ 33,273.51
