Hertford County is seeking to fill the following full-time position in governmental operations:
General Definition of Work:
Performs complex professional and administrative work planning, organizing and directing the tax collection program and the preparation and maintenance of fiscal or related records; does related work as required. Work is performed under the regular supervision of the County Manager. Supervision is exercised over all department personnel.
Essential Functions/Typical Tasks:
Planning, directing and supervising the receipt and accounting for real and personal property taxes; coordinating work with the County Manager and department directors; ensuring compliance with statutory requirements; maintaining records and files; preparing reports.
The following functions are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
Plans, directs and supervises the collection of real and personal property taxes ensuring that established policies, procedures and programs are planned and implemented in accordance with applicable laws and regulations; reviews, develops and implements policies and procedures to improve collection efficiency.
Assigns, directs and supervises assigned staff; administers personnel matters including interviewing applicants, hiring, assigning, scheduling, promoting, disciplining and appraising performance of assigned positions; oversees staff training.
Collects taxes over the counter and through the mail; provides receipts, records payment received and enters data into computer; processes pre-payments, charge-offs, discoveries, etc.; provides taxpayer or attorneys with receipts; balances cash drawer.
Supervises and participates in collection of unpaid taxes; serves garnishments and tax levies; prepares warrants in tax violation or worthless check cases; contacts and negotiates payment with delinquent taxpayers; signs foreclosure documents and refund vouchers; interprets state and County tax collection laws to individual taxpayers and businesses; answers inquiries in person or by correspondence.
Determines persons with overdue taxes; mails notices of delinquent taxes; computes penalty and interest to be added.
Oversees and participates in preparation and mailing of tax bills; processes tax releases and refunds; charges off tax bills reaching statute of limitations.
Prepares annual tax lien lists and submits to local newspaper of record for publication; administers purchase of liens, including preparing and mailing notices of impending property foreclosures to delinquent taxpayers.
Supervises and participates in the preparation of reports of monies collected; prepares annual reports of tax revenue disbursements to County municipalities; prepares annual settlement list for submission to Board of Commissioners.
Knowledge, Skills, and Abilities:
Comprehensive knowledge of the portions of the law related to tax collections and property tax laws; thorough knowledge of governmental accounting procedures and fiscal management; ability to develop and implement an effective system for the collection, receipting and reporting of large sums of money; ability to communicate ideas effectively both orally and in writing; ability to establish and maintain effective working relationships with associates and the general public.
Minimum Education and Experience:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in accounting or related field and a minimum of 6 years’ experience in collections and dealing with the public.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
Annual Salary Range:
$42,484 to $65,852, Depends on Experience
