Hertford County is seeking to fill the following full-time position in governmental operations
Outreach Program Supervisor
General Definition of Work
Performs intermediate human support work ensuring the provision of quality of respite services for families; does related work as required. Work is performed under the regular supervision of the Director of Aging.
Essential Functions/Typical Tasks
Supervising the activities of in-home care providers; administering the insurance program; preparing and maintaining files and records; preparing reports.

Manages respite/in-home aide budgets contracted to various vendors.
Prepares respite budget reports and monthly contribution from respite clients reports.
Conducts in home assessments for Respite/In-Home Aide and Home-Delivered Meals Programs.
Monitors hours worked by aides; communicates with vendors regarding hours worked and budget.
Maintains and documents all invoices received from various vendors; processes client statements.
Performs annual subcontractor evaluations of in-home aide and respite service providers and makes award recommendations to Director
Communicates all aspects of the respite budget and additional concerns to the director.
Organizes various classes for seniors; provides outreach resources to clients.
Serves as Senior Health Insurance Program counselor; provides Medicare Part D counseling, co-coordinates and assists with planning Open Enrollment activities
Serves as facilitator for Grandparents Raising Grandchildren Support Group
Responsible for research, application, submission, and compliance of program-related grants.
Serves as Co-Coordinator for Community Benefits Grant
Serves as Co-Chair for Hertford County Emergency Food and Shelter Program
Provides a variety of clerical and administrative support to the department.
Performs related tasks as required.
Knowledge, Skills and Abilities
Thorough knowledge of the needs, practices and procedures of respite care of in-home aide and respite programs funding through HCCBG; thorough knowledge of the formulation, planning and evaluation of respite/in-home aide care programs; thorough knowledge of community resources available to assist clients and their families; ability to communicate effectively, orally and in writing; ability to establish and maintain good rapport with clients, families, and vendors; ability to establish and maintain effective working relationships with community agencies, associates, clients and the general public.
Education and Experience
Any combination of education and experience equivalent to graduation from a high school and a minimum of 3 years experience in Human Services.
This is light work requiring the exertion of up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently or constantly to move objects; work requires reaching, fingering, grasping and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not substantially subject to adverse environmental conditions.
Possession of a valid North Carolina driver’s license
Ability to become SHIIP certified within one year of employment
