Hertford County is seeking to fill the following full-time position in governmental operations:
DELINQUENT TAX COLLECTOR
Performs difficult paraprofessional and intermediate administrative work locating delinquent taxpayer and collecting delinquent taxes; does related work as required. Work is performed under the regular supervision of the Tax Collector.
Essential Functions/Typical Tasks
Collecting delinquent taxes; corresponding with taxpayers; determining tax liability; preparing, maintaining and posting tax payments.
The following functions are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
Identifies delinquent taxpayers and notifies them of their delinquency; uses a variety of information sources to identify delinquent accounts.
Follows-up notification over the telephone or by mail to resolve questions or problems regarding the assessment and/or ownership of real estate or vehicle and status of delinquent account.
Negotiates the amount and payment schedule with taxpayer.
Posts payments received; balances work daily; writes refund checks if necessary.
Locates delinquent taxpayers by researching other available information sources.
Serves as custodian of bankruptcy and judgment files; prepares and issues bank attachments and garnishments.
Follows-up with delinquent taxpayers who have defaulted on payment plan.
Enters pertinent information on delinquent accounts into computer system; releases and corrects tax bills.
Communicates with taxpayer and mortgage companies; responds to questions concerning delinquent amounts, ownership records, property description or other data concerning delinquency.
Prepares and produces a variety of files, records and reports including debt set off, deposit, Schedule A and B License notices, vehicle bills, etc.
Performs regular collection and data entry duties in the office.
Answers telephone, posts receipts, posts mail receipts and assists with various office assistance and collection duties.
Performs related tasks as required.
Knowledge, Skills and Abilities
Thorough knowledge of the principles, methods and practices of collections and accounting; general knowledge of the principles underlying the laws, ordinances and regulations governing the operations of the Tax Assessor’s Department; thorough knowledge of modern business management and office practices; thorough knowledge of the methods and techniques used to identify and locate delinquent taxpayers; ability to analyze and interpret fiscal and accounting data and to prepare appropriate statements and reports; ability to research, analyze and interpret tax data and related information; ability to operate standard office, word processing and data entry equipment; ability to understand and follow oral and written instructions; ability to establish and maintain effective working relationships with associates and the general public.
Education and Experience
Any combination of education and experience equivalent to graduation from high school with training in accounting and a minimum of 3 years accounting and financial experience including some delinquent collection experience.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
Annual Salary Range:
$33,288.00 – $51,597.00
