VACANCY ANNOUNCEMENT

Hertford County is seeking to fill the following full-time position in governmental operations:

 

CLERK TO THE BOARD

General Definition of Work:

Performs complex skilled administrative work in support of the Board of County Commissioners, is officially and legally accountable must be appointed and duly sworn into to public office.  Work is performed under general supervision and reports to the County Manager.

 

Essential Functions/Typical Tasks:

Work involves creating, coordinating and maintaining a permanent record of Board actions, including historical and current official records and assuring that legally required Board operational processes and procedures are followed.  The position requires the use of considerable judgment and independent action and may include delegation of work to others.

Serves at the pleasure of the Board of County Commissioners;

Prepares agendas for Board meetings;

Notifies Commissioners, appropriate County staff, news media and other interested parties of dates and times of board meetings;

Attends board meetings, hearings, workshops, etc., to take notes and record minutes;

Transcribes and files minutes into minute books; prepares follow up correspondence to notify of board action;

Serves as custodian of official records, County seal, minutes, ordinance books, County-appointed boards, committees, resolutions, etc., in accordance with General Statutes; certifies legal documents on behalf of County;

Prepares documents, including resolutions, ordinances and meeting minutes;  executes legal documents by affixing the proper signature of county officials along with the county seal and attesting to their compliance with general statutes and local ordinances;

Receives inquiries, providing information based on considerable knowledge of County program and activities; Ensures public access to county records as required by law; receives and follow up on complaints pertaining to county services;

Schedules and coordinates meetings for Commissioners and other officials;

Composes and/or types a variety of correspondence, reports, meeting minutes, contracts, legal notices, etc., into form from typed, handwritten or dictated copy, assuming responsibility for spelling, punctuation, grammar and format;

Must keep up to date information on all county board of commission appointments; bringing to the Board’s attention the appointments that need be made;

Performs research for County Commissioners on staff projects and prepares oral and/or written reports as requested.

Performs other related work as required.

 

Knowledge, Skills, and Abilities:

Considerable knowledge of the procedures, responsibilities and operation of the Board of County Commissioners, and county operations; thorough knowledge of grammar, punctuation, syntax and spelling; considerable knowledge of standard office practices and procedures; skill in use of common office machines, including popular computer driven word processing, spreadsheet and file maintenance programs; ability to effectively express ideals orally and in writing, including composing effective correspondence and reports; ability to exercise considerable tact and courtesy in frequent contact with public officials, news media representatives and general public.

 

Minimum Education and Experience:

Associate’s degree in secretarial sciences and three to five years of experience in administrative work, or any equivalent combination of training and experience which provide the required knowledge, skills and abilities.

 

Physical Requirements:

This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently and a negligible amount of force constantly to move objects; work requires stooping, kneeling, crouching, reaching, standing, working, pushing, pulling, lifting, fingering and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information through oral communications and to make find distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, operation of machines, operation of motor vehicles or equipment, to determine accuracy, neatness and thoroughness of work and to observe general surroundings and activities; worker is subject to inside environmental conditions.
