VACANCY ANNOUNCEMENT – Human Resources Specialist (Application Deadline – February 25, 2020)


Hertford County is seeking to fill the following full-time position in governmental operations:


Human Resources Specialist

General Definition of Work:

Under general supervision, performs intermediate professional work in payroll processing and employee benefits administration, in accordance with all local, state, and federal laws.  Performs work as required and reports to the Director of Human Resources and Risk Management.

Work Functions:

The following functions are intended only as illustrations of the various types of work performed.  The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.

Performs bi-monthly payroll processing by gathering and auditing timekeeping data and resolving related issues.

Ensures all employees receive accurate and timely compensation.

Inputs all personnel changes in the system such as new hires, terminations, pay adjustments, etc.

Enter and update statistical, financial, and employee data including direct deposit, tax withholdings and wage garnishments.

Assists the Finance Department in audits as it relates to personnel.

Maintains and reconciles all payroll general ledger accounts.

Prepares and reviews all monthly, quarterly, and annual reports and forms, including but not limited to Employment Security Commission, North Carolina Retirement System, 941, W2s, etc.

Ensure complete and accurate record keeping of employee benefits selections with vendors including but not limited to additions, deletions, changes, and updates.

Calculates and reconciles amounts due to respective vendors and distributes payment.

Assists in tracking employee absences (Worker’s Compensation, Family and Medical Leave, etc), leave balances, and alerts Director of HR/Risk Management of any discrepancies.

Assists Department Head in risk management duties including but not limited to claims reporting, processing, and responding to involved parties.

Serves as back-up to the Director of HR/Risk Management.

Performs general clerical, administrative, and other tasks as assigned.


Knowledge, Skills, and Abilities:

Ability to utilize computers with word processing, excel spreadsheets, financial/personnel software and related software to effectively complete a variety of tasks with reasonable speed and accuracy.  Ability to develop and maintain cooperative and professional relationships with employees and all levels of management to include representatives from other departments and organizations.  Ability to handle a variety of customer service issues with tact and diplomacy and in a confidential manner.  Ability to plan and organize daily work routine and establish priorities for the completion of work in accordance with sound time-management methodology.  Working knowledge of payroll practices, employee benefits, and related local, state, and federal laws.

Education and Experience:

Requires an Associate’s Degree in Business Administration or a related area and 3-5 years of payroll and/or accounting experience, preferably in a governmental setting, or an equivalent combination of education and experience.

Physical Requirements:

This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects, work requires fingering, grasping and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important spoken instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to inside environmental conditions.

Special Requirements:

Prefer North Carolina Notary Public or individual with ability to become a North Carolina Notary Public.


Annual Salary Range:

Grade 14:  $33,288-$51,597
