Hertford County is seeking to fill the following full-time position in governmental operations
 
Accounting Technician III
(Public Works)
 
General Definition of Work
Performs difficult technical and clerical work involving the preparation and maintenance of financial records; does related work as required.  Work is performed under general supervision.  Supervision is exercised over subordinate personnel.
 
Essential Functions/Typical Tasks
Assisting in the supervision of support unit staff; preparing financial reports; managing and documenting revenues and expenditures; balancing financial statements; entering data into computer; maintaining records and files.
The following functions are intended only as illustrations of the various types of work performed.  The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
Produces and submits appropriate documentation for the Federal State Revenue Reimbursement Process.
Sets up ledger accounts for each client; posts various checks received and deposited into accounts; processes expense requests; reconciles accounts.
Monitors the summary of administrative expenditures, distribution of support, distribution of other administration and final distribution; reconciles reports to ensure that maximum reimbursement was received; makes corrections as required.
Reviews purchase orders for accuracy and completeness; codes requisitions with appropriate code and ensures availability of funds; prepares requisitions and secures authorizing signatures; matches purchase orders with invoices and processes invoices for payment
Codes sight drafts and deposits.
Prepares and processes the statement of revenues, expenditures and transfers report and summary of assistance expenditures and average payments report; verifies report accuracy.
Generates, verifies and processes a variety of reports.
Monitors day and travel sheets to ensure proper coding to receive highest reimbursement rate.
Prepares a variety of financial and bookkeeping reports associated with program(s) or unit(s).
Operates typewriter, calculator, computer and other standard office equipment incident to maintaining records.
Performs related tasks as required.
 
Knowledge, Skills and Abilities
Thorough knowledge of bookkeeping terminology, methods, procedures and equipment; thorough knowledge of standard office procedures, practices and equipment; ability to understand and  follow oral and written directions; ability to follow work procedures; ability to post accounts and to perform mathematical computations with speed and accuracy; skill in the operation of a variety of office machines and data processing equipment; ability to establish and maintain effective working relationships with clients, associates and the general public.
 
Education and Experience
Any combination of education and experience equivalent to graduation from high school and a minimum of 6 years accounting and/or bookkeeping experience.
 
Physical Requirements
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
