County Manager

The County Manager is appointed by the Hertford County Board of Commissioners and serves as the county’s chief administrator, as defined in NCGS 153A-81. The County Manager is responsible for the day to day operations of the county and supervises all departments under the Board’s control. In addition the County Manager serves as the Budget Officer, who develops and presents the county’s operating budget, including revenues and expenditures, each fiscal year for the Board of Commissioners’ consideration and adoption. The County Manager is responsible for implementing the ordinances and policies adopted by the Board of Commissioners. In essence, the County Manager’s role is to ensure that Administration operates properly at the direction of the Board of Commissioners.

Mission:  To demonstrate a good return for tax dollars by delivering services that exceed the performance standards of the citizens that receive them. To this end, we will strive to create and maintain a work environment that, on balance, motivates Hertford County’s workforce to consistently excel in the provision of those services.  

Kevin Patterson currently serves Hertford County as the Interim County Manager. He began his interim duties on August 1, 2023, and prior to coming to Hertford County, he served as the Scotland County Manager. Kevin is a 1993 graduate of Appalachian State University with a degree in Accounting, and he worked as a CPA for 10 years. Prior to his interim appointment with Hertford County, Kevin served Scotland County as Finance Officer, Assistant County Manager, Interim Health Director, Interim Director of the county's Department of Social Services, and he facilitated the DSS Board's search for a director. In 2007, he became Scotland County's Interim County Manager and he was appointed to the role of County Manager on January 1, 2008.

Kevin collaborated with county and Municipal boards to create the Scotland County Economic Development Commission. The Scotland County Economic Development Commission serves as a resource for existing companies, new businesses and site selection consultants within Scotland County. Kevin will serve as Interim County Manager until March 1, 2024, according to his contract, unless a full-time manager is hired before the contract expires.
