Brenda Brown
Brenda D. Brown
Social Services Director

Brenda Brown was born and raised in Hertford County.  She is a graduate of Elizabeth City State University, where she earned her Bachelor of Science in Criminal Justice. She obtained her Master of Social Work from Boston University and a Masters of Human Services with a specialization in Social and Community Services from Capella University.  She is currently a Licensed Clinical Social Worker-Associate (LCSW-A).

She began her career with Hertford County Department of Social Services in August 1999 as the receptionist.  She continued to excel within the agency serving in the capacity as an At-Risk Case Manager, Enhanced Personal Care Social Worker, and Payee. She became a Social Worker Trainee, where she gained experience to become a Social Worker III for Child Protective Services.  She was promoted as the Children Services Supervisor in 2005, where she led the unit for over ten years.    During February 2014, she was appointed as the Interim Director and in November 2014, she was gratefully appointed as the Director of Hertford County Department of Social Services.

Mrs. Brown is compassionate about what she does and loves to help people. She takes pride in upholding the agency’s mission, values and goals.  The agency’s mission states that, “Hertford County Department of Social Services seeks to protect and provide assistance to the citizens of our community.” The agency’s values are to treat all people with dignity, compassion, and respect, while providing services with integrity.” The goal of the agency, “To care for the well-being and safety of the citizens of Hertford County.” 



The Hertford County Department of Social Services is an agency committed to the belief that all the citizens of Hertford County should be adequately fed, clothed, sheltered and provided with an opportunity to become as self-sufficient as possible. The agency is responsible for operating the assigned government programs according to the rules and regulations promulgated by the governing bodies responsible for the implementation of each program.

It is the responsibility of the agency to assure that all individuals who are eligible for various programs are aware of these resources and benefits and have an opportunity to apply for any assistance which may be needed and for which they may be eligible.

The Hertford County Department of Social Services is a single point of entry to assists those Hertford County citizens who are in need for services. We strive daily and is fully committed to ensure that all clients are treated equal and will receive quality service within our agency to meet their needs. The Hertford County Department of Social Services is located on 704 North King Street Winton, NC.

To apply for Temporary Assistance for Needy Families, the Food & Nutrition Program, Medicaid or other types of assistance, you must apply at the DSS office in the county in which you reside.

To apply for assistance, please visit our location. Once an application is filed with our office, you will be assigned a caseworker and an appointment will be set up for you. Your caseworker will discuss your needs and assess if you are eligible for services. This initial interview with your caseworker will take from 1-1 1/2 hours. Your eligibility is determined within the following timeframes:
