Social Worker III/Foster Care/Licensing and Adoption

The primary function of this position is providing services to families wherein child maltreatment has been established and custody of the child has been removed from the family. The goal of this service is to reunify the family as well as provide for the care of the child while the family is addressing the issues that brought the family into the agency. The worker develops and implements a service plan. The service plan is developed using a myriad of services that include counseling with human services, medical services, and housing services, and referrals. The social worker is responsible for assisting and guiding clients in the implementation of the plan. The worker must have constant and consistent contact with the families for whom services are provided. This worker will also be responsible for transporting clients.
This position involves recruiting, training, licensing and re-licensing Foster homes to serve as a Placement Specialist for the Children’s Services Unit, and to complete Adoptions/Post Adoptions.
The Social Worker will be certified to teach Foster parents their initial thirty hours of training before licensing. This position requires recruitment of Foster homes through a variety of methods requiring initiative on the part of the worker. Methods include; direct contact by interested parties, public education/ awareness efforts and presentations.
An additional function of this position involves Children’s Service Intake. This consists of receiving reports of suspected abuse and neglect. The worker is also responsible for providing information about agency services. Requests may be received for other services such as Adoption, Foster Care, Emergency Assistance, Crisis Intervention and General Assistance.
Another function of this position involves Investigative/Family Assessments which includes interviewing alleged victims, alleged perpetrators, all household members, collateral contacts, making home visits, school visits, and visits to medical providers. During the course of the assessment, the social worker must complete thorough documentation. After all Investigative/Family Assessments have been completed, the social worker will staff the case and determine whether or not the report of abuse/neglect is substantiated, unsubstantiated, services needed or services no longer needed. When a case decision has been made, the worker sends a letter(s) to reporter and family. In all cases reported, the social worker completed central registry forms and other required forms.
Administrative duties are also involved in this position. They include documentation in client records, travel, supervisory conference training; completion of forms, and preparation for court. On call duty is mandatory for this position to include after regular business hours, including weekends.
RECRUITMENT STANDARDS:
Knowledge, Skills, and Abilities - Thorough knowledge of social work principles, techniques, and practices, and their application to complex casework, group work, and community problems. Considerable knowledge of a wide range of medical, behavioral, and/or psychosocial problems and their treatment theory. Considerable knowledge of family and group dynamics and a range of intervention techniques, governmental and private organizations, and resources in the community, laws, regulations, and policies which govern the program. General knowledge of the methods and principles of casework supervision and training. In certain settings, considerable knowledge of medical terminology, disease processes and their treatment as they relate to decisions regarding clinical interventions and appropriate therapies based on medical or psychological diagnosis. Skill in establishing rapport with a client and in applying techniques or assessing psychosocial, behavioral, and psychological aspects of client’s problems. Ability to supervise, train, or instruct lower-level social workers, students, or interns in the program. Ability to establish and maintain effective working relationships with members of case load and their families, as well as civic, legal, medical, social, and religious organizations. Ability to express ideas clearly and concisely and to plan and execute work effectively.
Minimum Training and Experience Requirements - Master’s degree in social work from an accredited school of social work; Bachelor’s degree in social work from an accredited school of social work and completion of the Child Welfare Collaborative (Child Welfare positions only); Bachelor’s degree in social work from an accredited school of social work and one year directly related experience; Master’s degree in counseling in a human services field and one year of social work or counseling; Bachelor’s degree in a human services field from an accredited college or university and two years directly related experience; Bachelor’s degree from an accredited college or university and three years of directly related experience. *Directly related experience is defined as human services experience in the areas of case management, assessment and referral, supportive counseling, intervention, psycho-social therapy and treatment planning.
