<p><span style="font-size: 12px;">      The primary purpose of the Income Maintenance Investigator is to educate, prevent, discover and recover overpayments/over issuance in social services programs. The investigator’s role is to deter public assistance fraud and to help maintain program integrity. The investigator affords the Income Maintenance Caseworker (IMCW) more time for eligibility determination; whereas the investigator is equipped to perform the intensive, time-consuming activities focused on specific fraud prevention and intervention activities. The investigator works with a considerable degree of independence investigating alleged fraud in programs operated by the Department of Social Services.</span></p>

<p><span style="font-size: 12px;">      <strong><span style="text-decoration: underline;">DUTIES AND RESPONSIBILITIES:</span></strong></span></p>
<p><span style="font-size: 12px;">The Income Maintenance Investigator performs detailed investigations of suspected program violations in the public assistance and service programs such as Food and Nutrition Services (FNS), Work First Family Assistance (WFFA), Medicaid and Special Assistance, Day Care programs, and other DSS programs. The Program Integrity unit has the responsibility for all investigations of suspected fraud in any of the agency programs.</span></p>

<p><span style="font-size: 12px;">The Income Maintenance Investigator is part of a specialized fraud investigative initiative. Successful completion of public assistance fraud investigation requires a high degree of specialization. The investigator must develop a sound working knowledge of the public assistance programs, i.e., Food and Nutrition Services, Work First Family Assistance, Medicaid, Special Assistance, Daycare and other Services</span></p>
<p><span style="font-size: 12px;"> </span></p>
<p><span style="font-size: 12px;">The investigator presents cases suspected of fraud to the District Attorney’s office and Grand Jury. During the presentation of cases to the District Attorney, questions sometimes arise in which the investigator must explain the different program policies according to the manual sections of the program in question. The investigator also testifies in court for cases prosecuted for suspected fraud.</span></p>

<p><span style="font-size: 12px;">Employee is responsible for the total process of determining/redetermining applicant eligibility for three or more of the income maintenance programs.  Work includes the interviewing of applicants to obtain required information, completing initial applications, verifying the information obtained, determining eligibility or completing scheduled program reviews. Employees must explain program requirements and options and advise or refer applicants to other program services as appropriate.  Employee reports to an Income Maintenance Supervisor and work involves performing all of the following functions; (intake, processing and review) for programs including Food and Nutrition Services, Work First/Temporary Assistance for Needy Families, and Medicaid or Special Assistance. </span></p>

<p><span style="font-size: 12px;">Employee is responsible for obtaining all pertinent data concerning the clients&#8217; family composition, financial, employment and health status, processing of case through the verification of all information obtained during intake. Work also involves the redetermination or review of the clients&#8217; case on a periodic basis, in order to re-verify the clients&#8217; eligibility for continued participation in the program. The employees&#8217; responsibility for determining the clients&#8217; initial or continuing eligibility for any given program will depend upon the function or combination of functions performed.</span></p>

<p><span style="font-size: 12px;">Employees refer to State and County Program Manuals in performing all functions required to complete the eligibility determination process and are subject to periodic and frequent changes. Employee is also utilizes agency procedural guidelines in accomplishing the work.  Correspondence and memoranda from State regulatory agencies are also used in interpreting policy directives.</span></p>

<p><span style="font-size: 12px;">Work involves direct contact with the public and customers and with family or representatives as well as collaterals in order to gather and verify any information necessary to determine applicant’s eligibility for the program(s). Employees&#8217; decisions are usually subject to a second or third party review. Employees&#8217; decisions impact upon the well-being of the clients who are the recipients of program benefits and work must be accurate and in compliance with pre-established Federal and State guidelines.  Work is reviewed periodically by a lead worker or first line supervisor usually through a random evaluation process.</span></p>

<p><span style="font-size: 12px;">Employees provide information to clients and the general public on program requirements and are required to explain information and policy interpretations to other staff when functioning in a lead worker capacity.  Work with clients includes the gathering of information through the interview process for the purpose of determining applicant/client eligibility as well as to inform the client of their rights and obligations as prescribed under program policies. Lead worker responsibilities require employees to provide information to other staff regarding program policies and regulations for more difficult or complex cases.  Employees are frequently subject to working with agitated clients, heavy workloads, and compressed time frames. </span></p>

<p><span style="font-size: 12px;"><strong>Primary Purpose of Position:</strong></span></p>
<p><span style="font-size: 12px;">This position is directly responsible for the effective operation of the Community Alternatives Programs (CAP/DA, CAP/C, CAP/Choice), Child Day Care (including Smart Start), and Medical/Medicaid Transportation.  The primary role is to support, review and evaluate the work of assigned staff and to ensure that systems and practices provide clients with responsive services.  The CAP program provides an alternative to clients that would normally be placed in a nursing home, so they can remain in their home.  The Child Care Subsidy program assists parents in need of child care services to maintain employment or participate in educational activities or Work First Employment activities.  The  Medical Transportation (MT) Program assist Medicaid eligible clients in obtaining services covered by Medicaid and clients covered by other medical transportation funding sources, including Elderly &amp; Handicapped, Social Security disability determinations and others.  Supervisor is responsible for managing operational budgets for CAP, Child Day Care, and Medical Transportation, and provides training and guidance to eight staff:  The CAP Unit consists of four (4) Social Workers, the Child Day Care Unit consists of two (2) Social Workers, and the Medical Transportation Unit consists of one (1) Social Worker, and one (1) Processing Assistant IV. </span></p>
<p><span style="font-size: 12px;"> </span></p>
<p><span style="font-size: 12px;">The work requires precision, exactness, and accuracy in the computation of figures, especially in fiscal matters.  It is essential that program policy and guidelines are interpreted accurately in order that services can be appropriately and efficiently provided. </span></p>

<p><span style="font-size: 12px;">The Supervisor utilizes state databases; state automated systems and reports and monitors Child Care subsidy and Smart Start funds monthly to ensure that the agency does not overspend the budgeted allocations.</span></p>

<p><span style="font-size: 12px;">This supervisor may rotate after-hours Adult Protective Services.  </span></p>

<p><span style="font-size: 12px;">Supervisor’s duties also include opening, operating and supervising staff for emergency shelters when required by disasters in our county or surrounding areas. </span></p>
